New remote payment at Dartford Crossing

A payment scheme similar to the London Congestion Charge will start at the Dartford Crossing from the 30th November, with the phasing out of the current system of payment via toll booths.

I do wonder how much is going to spent chasing non UK registered vehicles?
How are they supposed to know that they have to pay and how/where they can pay?
