Steel Wheels for winter tyres - have I got a problem?

Acquired my Mk 1 2008 Jazz 3 months ago, and so far fine.

It being that time of year, decided to get some steel wheels and winter tyres for the car.  While my car came with  15 inch alloy wheels and 185 / 55 15 tyres, I reckoned that it made more sense to get narrower higher profile tyres for winter, so I ordered some 14" steel wheels and 175 / 65 14 Michelin Alpins from Oponeo. 

Yesterday evening I changed the wheels in the late afternoon and went for a short run.  They were seriously noisy, and it wasn't just road roar.  This morning I had a closer look to see what the problem might be, and I wondered if the new wheels were just a little too snug at the front.  I took some pics.

Is there a problem with these steel wheels not being right for the car?

I've just showed the car to a friend who knows more about cars than I do, and he confirms that I do, indeed, have a problem - insufficient clearance between the wheel and the brake caliper.

And, to bring the story up to date, I contacted Oponeo, who looked into it.

They discovered that Honda had changed the design of the brakes in 2004, with the result that the wheel I had ordered, was actually incorrect.  They admitted their mistake, and have agreed to pick up the wheels and exchange them for a set of correct ones.

First of all I'm no expert , and I own a 2012 Jazz, so this is purely a guess. Looking at your photo the rim of the wheel seem to be offset inwards from the hub-on my Jazz the rim seems to be roughly level with the hub surface-but that's on an alloy wheel. Your wheel looks almost like a space saver to me --I wonder if the inside edge of wheel or tyre is rubbing on something- perhaps narrow spacers are required with these wheels to suit the Jazz ?
I could be completely wrong , as I said it's all a guess, but hope it may help you diagnose your problem.
