If the jet pressure and flow seems good but the aim is wrong would new jets necessarily change the aim angle? They may be made by the same manufacturer, possibly even on the same machine, and will be clipped into the existing mount.
I've never done the job on a mk3 but is it not possible to maybe bend the mounts slightly , or use some sort of shim or gasket when fitting the jet to slightly alter the angle it seats in the mount?
If there is any chance the jet pressure is not 100% good you could try the following. See if you can disconnect the water pipe somewhere between the pump and the jets and try to blow a mouth full of water up the pipe towards the jets . Blow as hard as you can but be careful not to do yourself a mischief.

. If you get a better flow and aim from the jets than you do from the pump that may be the source of the problem. I have done this on a Corsa with success . I was able to diagnose that the filter inside the washer bottle which protects the pump was clogged with algae. Alternatively you might conclude you should be getting a better spray from your blowing in which case the jets may be partially blocked. If you get no spray at all from blowing its not conclusive proof of a problem or blockage , it might just not be humanly possible with a Jazz. Beware of getting washer fluid in your mouth . Its tastes horrible
