What is little plastic clip section under neath the steering wheel?

Under my steering wheel is a little clippy section that is not fitted very well. What is it please and does it matter that it doesn't seem to fit flush?

Rectangular plastic panel do you mean? If so it's a cover for access to OBD port, relays etc. It's flimsy, but secure if seated correctly
