Surging revs with cruise control

I use cruise control a lot but it has an annoying behaviour when going up hill of suddenly going to a low gear ratio and over-revving the engine in order to maintain the set speed and then backing off the revs and changing up the gear ratio. It can do this two or three times in quick succession, which indicates to me that the feedback mechanisms involved have too much lag. Is this a normal consequence of a low power engine or have I got an actual fault?

Same problem.
What I have found that sort of cure's it is to use the plus on the button and increase speed by about 4-5mph on the downward slope and then decrease the speed on the upward slope.
I know it's a fiddle but it does stop the surge of the engine and I must admit I am getting quite good at it.

The Mk2 used to do it as well. It's why I avoided CC on hills. It always seemed to put the clog down near the summit of the hill then back right off. Pure coincidence I'm sure but it annoyed me.
