A/C Fan slow to start

Hi all, I've noticed over the last few weeks the A/C fan is slow to start. It takes about 5-10 seconds to come on, the light on the button doesn't light up until the fan starts. Also at the same time the electric mirrors can't be adjusted, until A/C and fan start. Could this be a relay? and where would it be ?
