I dont think you can , although I have never tried in the jazz.
I think the police regard the technique as not being in proper control of the vehicle. Same as doing wheelies on a motorbike.
But I must admit I have used the technique a few times in other cars, at slow speed in controlled conditions - ie empty road and if it goes wrong it doesnt matter. Its quite useful in snow to be able to deliberately skid the rear end of the car round slightly , releasing the brake when the car is pointing in the right direction .It can save having to shunt backwards and forwards in slippery conditions to make a tight turn. Its fun too, but takes practice. Of course I wouldnt use the skills learned to do the same on loose gravel etc .
One of those skills, which like double declutching,or even being able to drive a manual car , is being consigned to the history books. The youngsters of today dont know what they are missing
