Although you say you have checked the air control is not on the 'Recirculate' setting, make sure the flap is working by alternating between fresh air and recirc with the fan on, you should hear a difference in the air flow noise. If not, the flap may be disconnected and stuck in the recirc position which will give the same effect.
I always run on 'fresh incoming air' at all times.
