My Honda Jazz 2004 1.4 se cvt has tyre size 175/65R14, is there any way I could use 15" Alloys ?

Yes you can. Just make sure that the wheel will fit and use a lower profile tyre to maintain overall size. You can use a calculator to check what will be suitable:
