Yes sounds like a case of rust.
It ain't it is far more serious if you are a Dog lover. I came across an article in  a paper and looked it up. The disease is very dangerous to Dogs and is very fast in it's progression.
All you Dog owners out there I would respectfully suggest you take it seriously and Google it or speak to your Vet.

Thanks Culzean, that's where I read it just couldn't remember which paper.
