hi all my rear brakes on my jazz are binding Honda are saying new calipers discs and pads any ideas

Are they drum brakes or discs all round, as all jazzes after 2004 were discs all round, seems to me they drums then if I were you I take it to a Indy, and get oem parts for your jazz, as brakes are a consumable item and difficult to claim on warranty unless it faulty.
Your trusted independent will then check to see if any pads or discs need replacing.

sounds like seized callipers, warped discs uneven pads - Yahtzee :)
ask them to price parts and labour then look at ebay for dealerships selling at discount, then find a good independent mechanic, no benefit in paying full price for parts, full Honda labour rates etc if there is no Honda warranty in effect, and even if there is you should still be able to do a bit of legwork on your own to save a few pennies.

BTW, what is considered to be binding/drag? while rotating tyres noticed that wheels are not turning easily/freely, need to apply some force to spin them, they do one or half a circle of "free" spin and come to a stop
is it normal?

I believe mine is similar and don`t have any problem.
