My airbag light is on all the time, the car has been in the garage several times to try and rectify the problem including new airbags and wiring but still the light is on.

I think this would be better posted in the GD (2002 - 2008) technical problems area:-

However, my first guess would be a wiring or ecm issue as the bags have been changed, was this done by a Honda dealer? If so would go back and complain as they have replaced parts that were faulty so not needed :o.

The ecu diagnostic will tell you which airbag's sender is high (faulty). If it is all of them, then the ecu is at fault. If that airbag has been replaced with no improvement, then it is the sender wiring. The insulation might be trapped somewhere.

Quite worryingly that your Honda dealer couldnt resolve the problem- i think name and shame!
They should be able to solve it straight away- i would refuse to take the car back until its fixed and ask for another car to use from them until its done
Keep us posted

Take it back to the dealer & tell them to resolve the problem - ask them to contact Honda UK technical department whilst you are there.
