Has anyone made or sourced rear wheel arch liners to help stop the rot  :o in the lower rear quarter panel and sill?

That is a US-based site, I don't think the first generation HR-V was sold over there. There used to be a UK-based HR-V forum but that disappeared. Try HondaKarma.com (http://HondaKarma.com) - they have a dedicated first gen HR-V forum.
