Best rust treatment?

I have a few areas on the body work that need treating for rust. Tiny paint chips dotted around in the usual places (bonnet from stone chips and the driver's door lock area etc). Can anyone recommend a particular product for the job?

I use Kurust. It was originally developed for the North Sea Oil industry where it can be used for sea washed applications. Now you can buy it in Halfords and Amazon. It is now part of the Hammerite group of products.
Bilt Hamber Hydrate 80 is another form of the same chemical, recommended by "Practical Classics".

I bought one from Toolstation. Rustins Rust Remover, was £3.07 in a small bottle. Clear liquid. I have painted it onto rust done nothing else for some considerable time and the rust had not increased. Seems to stop it dead.
I think it is some form of acid.  The best is you don't have to wash it off after it is applied except where it goes over existing paintwork otherwise it stains. Apply with a small paintbrush ( artist type) wash in water after use.
Cheap cheerful and it works.

I have rust patches around the tailgate keyhole. 

The painted area is bubbled up and there's rust underneath.
Will kurust work on the painted area?   

My first guess was to sand it down lightly, apply kurust and then sand again, and paint/spray it over with matching paint.

You can sand it lightly. but leave it rusty. The Kurust only works on rusted metal, not clean metal. If you remove all rust you can just prime it and paint it without rust treatment. You cannot sand AFTER Kurust treatment. Just prime and paint.
