I use a third bucket for the wheels and do them first. When you clean them last the dirty stuff from the wheels will come on your clean paint. And you can start over. ;) Also i use another wash mitt for the lower parts of the car.

Two sponges, 1 cloth, 1 chamois, 1 brush for wheels.
Separate tools/actions for removing dirt and for washing the body.
Three bucket fills: 1, with washing up liquid to get the dirt off. 2, 'wash & shine' type stuff. 3, clean water for constantly rinsing the chamois while drying and wiping down the car.
Two microfibre pads for polish & buff.

1 hose using soft water.
1 soft, extending, car cleaning brush that attaches to hose.
Rinse car first, then clean car including wheels.
Wipe water off with plastic squeegee.
Leather off.
I no longer use 'European' car cleaners as they rely on pressure washers set at much too high a pressure.

Light spray with the hose or watering can to loosen dirt.
Car Shampoo in large bucket with slightly warm water.
Microfibre wash mitt - start from top and work down.
Wheels - autoglym wheel brush and larger soft bristle brush to finish off - also use this to do door sills etc.
Rinse with hose.
Autoglym Aqua dry to "leather" off - old aqua dry to finish off wheels and door shuts.
I should really use 2 bucket method when shampooing but I don't always.

That will get more than dirt off, it will get any wax off also

washing up liquid should never be used to wash a cars paintwork
as it contains salts that are abrasive and can damage paintwork
the salts do help to cut through the grime on a plate but the glaze on a plate
is very tough unlike the lacquer on a cars paintwork
