Title: rubbing nosie when braking lightly

hi all, i've noticed that when i apply the brakes lightly, and when travelling at low speeds, i can hear an intermittant rubbing noise. it seems to be coming from the front, but i can not be sure. the brakes have been squeaking and are due a change. i hope to do this over the next few days.
any one else notice this happening. if i hear the noise and press firmer on the brakes it will go.
i notice it occuring as i'm travelling around 10kph, and just gently pressing the brakes, for example when approaching a roundabout. it is not a constant noise. and sounds like whoosh whoosh whoosh ( read aloud).
i've tried pulling the hand brake slowly at similar speeds and it does not occur, which is why i think from the front the noise is coming
any ideas would be great!

Surface rust on disks: wears off with hard application.
Worn disks with grooves - dust collects in pads where grooves are.
