OBD2 port not powered?

Hi all,

I bought a second-hand Honda Jazz and I'm having some problems with the OBD2 port. I received a black-box device to plug in as part of my insurance policy, but no lights are turning on when I plug the device in. I read there may be a fuse problem, but I have no idea where which fuse protects the OBD2 circuit. May be worth noting that the cigarette lighter works (I always have my car charger plugged in - could that be the problem?). I have a 2006 Honda Jazz 1.2 petrol.

Any suggestions? (Of course I will also verify that the device the insurance company sent to me works, but if I can be 100% sure my OBD2 port gets powered that will put my mind at ease)

In my book this is labelled "accessory".  I don't think it is current limited, in any case the lighter is rated at 10 amps and a charger will draw less than that
