Honda jazz steering rack....costs

Hello, would anyone know how much the cost of replacing the electric steering rack?
On these Honda jazz's is?

My local mechanic said u are talking £1000+, even with a used part, he said u hv to take the car to Honda dealers to programme this in.

Surely there must be a cheaper option than this
