Am I correct in understanding that the oil filter for the 1.4 GD is the same as the 1.4 GE, 15400-RBA-F01?

Reason for asking is presently running a GD and a GE Jazz and buying in bulk is certainly cheaper than buying one off at the local dealer.

Yes, part number: 15400-RBA-F01 is valid for Jazz to present, also fits most Honda petrol engines, but not S2000, NSX, Legend.
