Nice to hear of some action being taken. This should be adopted by all garages imho, both franchise and independent.

Is the Honda Jazz particularly vulnerable to this sort of crime, or comparable to any other car with a CAT?

Sadly, the MK1 Jazz is prone to cat theft. Lots of threads on this forum about protecting it, cat clamps and such.

With the value of the metals, cat theft is a massive problem.
