All vehicles must have insurance unless declared as SORN (Statutory Off Road Notification). A toothless quango called the Motor Insurers' Bureau chase drivers without insurance by means of a reminder, a fine (£100?) and ultimately can clamp or tow away your vehicle. It doesn't take a genius to note that any immoral scallywag can register a car at a false address under a false name and never be traced by the MIB.

In the off chance they get pulled over by the Police (not all Police car have numberplate recognition equipment), the Police will take the car off him on the spot, give him x days to present his documents at the Police station and pay the daily holding charge for the vehicle. Many are never seen or heard from again, don't pay any fine and get points on a licence they don't have. The vehicle gets crushed and Mr Uninsured buys something else dirt cheap and the cycle continues.
