Radiator fan starts up from cold - is that right?

My Jazz EX rad fan starts up running just after you start the engine from cold. I’m not sure that’s right at all, I would normally expect any engine rad fan to take a few mins at idle until the fan kicks in.
I’m about to change the coolant, is it worth changing the thermostat as well at the same time? Or any other components?

Air con fan starts like that on mine. Normal on al cars with AC

if you leave the air con switch on with temp settings on cold and fan switch on then the fans will run on start up
