Is 80% quite good then?  We do not have MOT here, I think that 15% would be a good pass rate, judging from the wrecks driving about with cracked windscreens, bald tyres, smoking exhausts, wobbling wheels and rust holes you can fit your hand in.  That is apart from drivers who don't have driving licences
