I'm noticing the same "issue" here in Italy.
This weekend I had two one hour trip with around 32° outside and the climate set to 26°-27° auto.
The climate engaged the aircon but always kept recirculation on, which scared me a little, but netheir me, nor my wife and daughter noticed strange effects.
So I'm wondering if even with recirculation engaed, some outside air is mixed to avoid hypoxia issues, otherwise I would have expected some sleepiness after such long time.

Interesting. I have found a setting in Auto 4C below the exterior temperature keeps the green light on. More than 4C it stays in recirculation - which does let in a little but very much reduced external air.

So, possibly, in Europe the system is the same.
