Even though navigation volume is set to zero this does not turn the sound off completely. Is there really no way to do this?

Yes
You need to go into the main settings and turn off the SatNav sound. Can't remember the exact route but it's in there.
As you've found, when it's 'On' the minimum level via the audio knob is not fully off.

I did it via settings. Volume is set to zero, but it still is at a decent volume.

Is that the "System Volumes > Navigation Guidance" ?

Very odd.
When I set that limit full left I got zero guidance instructions and no muting of audio.

Issue solved !!
Simply pressing the left hand speaker symbol in Settings until the level shows zero does not totally mute the sound I noted that the speaker symbol is still highlighted at this point. BUT, pressing the speaker symbol once again not only dims the symbol but mutes the nav volume.
