When I bought my Mk 4 Jazz I paid for five years  servicing. I'm about to move to a different part of the country. Should I expect a new Honda dealer to honour that agreement?

Yes
Surely the contract was made with Honda via their retail outlet.
The paperwork is headed with Honda's name not your local dealer?
