Due the the volume of water/rain a lot of us had in the last few days, I would suggest lifting & lowering your tailgate to see if you can hear any water inside the tailgate cavity.
I removed the two maintenance covers for the rear light clusters and there is/was water in this area, just now when I checked.
I took my car the the dealer yesterday, and we found two small plastic bungs in the drain holes (bottom left & right of the tailgate) they removed these, most of the water had drained on my way home.
I would suggest you check to see if these bungs are there in your car, if they are, don’t remove them but take the car to your dealer & ask them why they are there.
They are small and possibly get forgotten during the pdi.
The real question is why water is there in the first place, I’ll be going to my dealer on Monday to ask!

I've just looked for the drainholes on my Crosstar and couldn't see them. However, in 11 months I've not heard or seen any evidence of water ponding on the inside of the tailgate. The top part ought to be fairly well water-proofed by design.

That is not good. Lets hope the dealer can trace the source of the leak.

Just wondered how your rear number plate has been attached to the tailgate, screws/rivets or adhesive.
If screws/rivets have been used, could this be the source of water ingress? Not in area of rear lights but the water would settle at bottom of tailgate and then potentially move to the light area when the tailgate is raised.

If Honda has engineered drain holes then they probably expected water to get in.

The bottoms of doors and tailgate would normally have drain slots designed into them, there are drain holes in bottom of floor pan and these are for the draining off of paint and any fluids used in preparing the metal for painting ( floor pans get more treatments during manufacture than other body parts ) and the holes get closed up with plastic bungs. The tailgate on Civic is plastic, as I found out when replacing rear numberplate. Don't know if Jazz after MK2 are plastic

I'll tend to exclude it, as the nozzle sits on top of the rear glass and not below it, the pipe is routed outside the metallic frame, and goes into it only when connecting to the nozzle iself.
I can only say that I haven't experienced this issue on my Jazz, even if during spring we had really big showers also ehre in Italy.
That part of the tailgate should be completely dry as the seal goes all around the metallic frame, so I can only think of water intrusion from the rear lights gasket and the wiper gasket.
