I've noticed that a head wind has a noticeable adverse impact on my Jazz's mpg (with a tail wind providing a less boost to mpg). I think it is more a function of aerodynamics and drag factor (the Jazz's relativly upright shape doesn't help in this respect) rather than the engine's size.
