Occasionally the Return spring on the Driver's side does not retract the safety belt buckle and as a result the paint on the offside door frame is damaged.Is there a Honda garage fix to replace the return spring to prevent this damage?

Is this a case of the belt not returning to the door frame? Perhaps the belt and the buckle need cleaning with a mild soap and water solution to reduce the return friction.
