Honda Jazz EX CVT changing transmission fluid

I have just been to my local garage, where I always go for servicing, repairs etc. I was hoping that they could change the auto transmission fluid for me, but they said that they are unable to do this , as you need a special tool to do it and I would have to take it to a Honda dealer to get this done.
Why are these tools not available to independent garages. Does everyone go to a Honda dealer for this to be done ?

My son changes my CVT transmission fluid and his isn't a Honda workshop nor does he use a special tool. It sounds like the garage doesn't want the job.
Please be aware that only Honda CVT-F transmission fluid should be used for the CVT gearbox. There is plenty of info on here about changing it.
