The accessory socket in my 2019 Sport seems not to be working (chargers tested OK in another car) so I'm going to pull the 20a fuse and replace it if necessary. It's the fuse box located just under the right of the steering wheel.

My question is - do I have to hang upside down and peer up into the narrow space, or can the panel be removed that's in front of that location?

I dont know about a panel, but using a mirror may help  you see well enough without body contortions.

Either a real mirror  or a smart phone  using a 'make up mirror'  app. 

There are several free apps  that use the selfie camera to give a live video image.  Some can light the view
 and some can 'flip ' the image so you see it as normal, not a confusing mirror image.

You could also record a video  or take  a still shot of the fuse box and  study this in comfort beforehand.

You have to be a very small contortionist to get at that fuse box!
If you drop the fuse it may land up near the door frame lower box section. Conveniently funnelled by trim panel.
Remove rubber seal plastic trim and carpet to retrieve.
Previously, my mk3 had a camera powered from that fuse box. The dash end panel had not been clipped back fully. Found removing the end panel gave a lot more light on the fuses and saves holding torch.
Next time I have to mess with those fuses, might drill a small hole in the end panel to take a temp LED.

You can check fuses without removing them by using a mutimeter. The photo shows they have  2 small exposed contacts.  Set the multimeter to Ohms  and touch a probe to each contact .  If the reading changes from one to zero you have continuity and the  fuse is good.  If it stays on 1 either the fuse is blown, or you didnt make good contact with the probe. 

The same method can be used for checking lightbulbs etc ,etc . Multimeters have many uses, well worth  buying one.   Even if a bulb, or indeed a fuse, looks ok visually its worth double checking it with a multimeter.
