Foggy headlights

I have used toothpaste, to clear the outside of the plastic. However, there is foggyness, on the inside, too. Does that mean, new headlights?

Unlikely, try a few sachets of silica gel after removing the bulbs failing that hairdryer blast inside the hlamp.
