The "Honda Servicing Customer relations department" is also at Mitcheldean. So for your initial enquiries you will probably not be dealing with Honda themselves as you thought, but with TWG services Ltd, who will claim to be Honda .
Its only if you remain dissatisfied that you should contact "The Customer Relations manager " at Honda Europe, Bracknell, Berkshire. (or ultimately to the motor Ombudsman)
From internet searches TWG Services Ltd and Assurant. com (probably their parent company)are independent companies supplying Business solutions and underwriting services, for various business clients, particularly in the motor trade.
I believe they save Honda the expense of having to hire extra staff, skilled in customer relations, to deal with customer contact and the administration and possible refusal of warranty claims ,and other enquiries and complaints. Their client is Honda, not individual Hondas customers. The more warranty claims they can refuse ,or complaints they can 'bat off' elsewhere the more money they save for themselves and their client - Honda. They are less concerned about the long term reputation of Honda and probably know little about the cars.
To be fair to Honda several other car manufacturers also use the services of Business solution providers. The same call centre and staff may claim to be Honda, or a different car maker entirely , depending on which phone line /email is answered.
