Rev limiter query DSi engine

Finally got around to changing the spark plugs on my 57 GD 1.4 CVT.

This is a silly question.

When car is sitting stationary on my drive and I slow rev the engine up to 5,000 rpm.  As soon as it comes close to 5,000rpm the revs back off to around 4,700rpm and then climbs again, before backing off.  This is holding the throttle pedal in same position.

I've never seen the engine rev beyond 4,500rpm in normal driving.

Is the above behaviour just the rev limiter kicking in, despite the rev counter suggesting the engine red lines at 6,000rpm ?

Note my car is a CVT model.

Update:  Took the car onto the motorway and floored the gas pedal. Revs rose and stayed at 4,800rpm for several seconds before gradually falling as the road speed increased.   I guess the engine is rev limited to 4,800rpm perhaps to protect the CVT box.

Well, for one thing, it's a really bad idea to rev an engine to high RPM in neutral - especially on an auto as there's no load on the engine.   

I'm not sure how CVTs work in that respect but it could well be limited for that reason.
