This old Jazz is getting advisories about rust.. What do you think is it possible to treat these sort of things or once the rot has started can it not be stopped?

No rust on your images apart from exhaust. Maybe is up to your camera and photographic skills.. hard to tell, first thing to do is to wash it properly to expose any rust and prepare for treatment.
After that it can be treated and protected.

Here is mine before treatment

And here after DIY treatment.
Procedure:
Proper clean
Mechanical rust removal(brushes etc)
Clean again
Rust converter
High build Epoxy primer with zink x2  layer
Undercarriage  protection wax spray

It took me two days but its safe now.

Wait for warmer weather and clean the underside as others have suggested.

MOT testers sometimes  add advisories to 'cover their backs'   .It proves  they didnt miss it completely but  assessed it as still being acceptable.    It may not be that bad.     If its cleaned off and a coat of paint it may pass without an advisory  for a few years yet.      But dont  daub on a thick coat of underseal.  This makes testers suspicious its hiding something.
